On NPR anyway, the Ukraine has been shifting the balance of the war since it started. I think this works on a propaganda level because it strikes a balance between optimism—no one cares about a lost cause— and maintaining a scrappy underdog image that appeals to many people. If they were getting roflstomped or if they were winning handily, then why should Americans care enough to send them money, so the Ukraine must always be in the process of 'shifting the balance'.

In the Soviet Union and North Korea the purpose of propaganda isn't to convince anyone. It's to demonstrate to you that the state can control any narrative, even with absurd nonsense, and you're powerless to do anything about it. It's a humiliation ritual, not a system to convince anyone of anything. But in the West, leftists are so stupid they actually are convinced by obvious propaganda.
