In most western countries the government can force you to "sell" your property at "fair market value" on a nebulous concept of public interest. Something like opening a factory that creates jobs is good enough in many jurisdictions. It is not like that in China. If a homeowner refuses to sell his property, there is nothing a company can do to force it, other than sweetening the deal. Obviously things like military and government sponsored infrastructure is a exception
