Go read Article I section 2, they aren't mentioned once. at the time of the founding most states elected all of their reps in statewide elections. during the civil rights era the jews passed a law to create districts because they didn't want texas electing all of their congressmen at large from the anti nigger party. Congress could, at any time, pass a new law that removes districts. the constitution doesn't even say how congressmen need to be elected, just that they need to be at least 25, a citizen for 7 years, live in the state (not the district, the state) they are running in (like 30 something congressmen don't live in the district they represent) and have the same minimum qualifications as the state's more numerous legislative chamber. you absolutely could set up a system where during a primary congressmen within a party get ranked by the number of votes they each receive and then during the general people just vote for the party and then you go down the list and pick the top ranked guys from each party until you have as close to proportional representation as possible

Yes I have thought about this.The major hurdle is that, a political party itself cannot be on the ballot because a party doesn't meet the requirements.Without an electoral college, you can't realistically create a "winner take all" system.You could have a statewide election where the voter ranks hundreds of candidates on the ballot.
