They owner/tenant failed to get a permit and as a result the work needed to be undone, regardless of whether or not it would have been approved in the first place. If they'd filled the correct procedure in the first place then the shower would almost certainly have been approved. There was zero mention of it being "too luxurious" or affecting property values
