The more of hassle it is, the less these 50-500 head landowners actually care about selling cows, they thin down their herds but they maintain the tax benefits which was the real reason they were farming to begin with. If farmers were allowed to sell directly to supermarkets and butchers, the price of meat would be a tenth of what it is now. You also see way more of the smaller 10-50 head sort operations. If you are only profiting $10k-$50k a year....but you need to spend 100+ hours on paperwork, many people just say fuck it.
