Because it's not like we have practical alternatives.Slab City is too isolated. Communes get broken up by feds pretty regularly.Homeless shelters are dominated by religious control freaks (who also don't even try and maintain shelter quality).Your regular vagrant pitching a tent is going to get shot by a beat cop.And you can't live innawoods anymore because we don't have publicly available woods.So our society forces every one of us to figure out how to secure the third most important human need which is only accessible at extortionate price points.
