If they needed to build a new fortress in the middle of nowhere, a little town would sprout up next to it for the workers to live in. They often had just one or 2 roads. Most people moved away when construction was completed. It looks like this town let some nearby houses and fields grow fallow after the construction crew and half the craftsmen moved out. A good chunk of the land around the castle returned to nature. Hell, I'd even argue that the evil castle has been abandoned considering trees grow out of it. This place is probably economically depressed. The only thing they got going is a textile industry.
