Tomahawk missiles are specifically launched from ships at strategic targets.
You only really use them if you attack a country which still has radar air defenses, otherwise like in Iraq and Afghanistan they just send in aircraft to bomb them, much cheaper. And of course you also need your fleet parked nearby.

60 a year was enough before attacking Iran. A few hundred tomahawk was always enough to take out most of the defenses before an invasion.
Same deal with Patriots. The US never had a war before where they had to defend against thousands of missiles coming at them.

Drones don't fly high enough. They use laser guided weapons, which generally have a low range. They also can't afford to carry a large and high powered targeting pod, so their laser target designator also has a practical limit.
The Reaper drone technically has a service ceiling of 50k feet (while flying unloaded), but it usually flies between 15k-25k feet, just outside MANPADS range but well within larger vehicle-launcher IR SAM range.

At least getting illuminated by radar always gives you a warning and plenty of reaction time. IR missiles are passive and your missile launch warning system may or may not pick them up, and even then you only have seconds to react and your flares may or may not work.
This is why flying high is greatly preferred.
The general tactic is hitting long and medium range radar SAM with Tomahawks, drones and cruise missiles, and then spamming anti-radiation missiles like HARM against the remaining short range radar SAM as soon as they turn on their emitters.

Flying low is always a massive risk because it's impossible to detect MANPADS before they fire.

Tomahawk flies twice as far and twice as fast while carrying a 50% bigger war head.
It's still far more expensive pound-for-pound but the differences are much smaller per capability.

Thing about Tomahawk is it's only designed to take out important hard to get targets deep inside enemy territory like command center bunkers and long range air defense systems but Hagseth being an idiot with zero military experience used it for pretty much anything so he ran out.
