You could say anything, as long as you werent advocating violence and people didnt care and were basically desensitized and would ignore it. If you were offensive or pilitically controversial, the attitude was basically "who cares, hes not hurting anyone". My high school social science teacher would literally play Youtube conspiracy theory videos in class for us about the rap music industry and freemasonry and hollywood on a recurring basis (this was probably pretty unusual though). You also had stuff like Bittorrent and Limewire too, which wad awesome. All that being said, there was much less discourse about the Jews or Zionism that today. Thats the one respect in which things have improved, and its huge.

Generally those who had access 25 years ago where higher earners and/or tech enthusiasts, thus any discussion on the internet was automatically filtered for higher IQ people. We didn't know what we had, I didn't know what I had and I miss it every day.
