Free labour is largely depleted and state-driven demand cannot continue indefinitely, the report states.
It calls for a shift from reliance on public investment to mechanisms that channel household and business savings into long-term capital. The accumulated budget deficit since the start of the war has reached 22 trillion roubles; by 2029 the structural deficit is to be eliminated and the fiscal impulse reduced. Lower inflation, reduced interest rates and stronger private investment are presented as the necessary conditions for renewed growth.
