Service availability for direct to cell is solely regulatory. There is no special hardware in t-mobile phones that facilitates starlink dtc, which means it essentially treats the satellite itself as cell tower. This is not something the venezuelan government could possibly do anything to prevent. It is like saying venezuela doesn't have gps or satellite imagery services, so the US cannot use those to spy on them.

They almost certainly almost all carry talkies at least. The difference between detecting cell signals, talkie signals, and others is mostly a software issue these days. It of course depends on the exact particulars of the hardware dish and I don't know the specifics of starling satellite dish hardware but I would not be surprised if they could at the very least pinpoint talkie signal sources. Anyway, this is just one data layer offered to the military, they use many other sources of intel and training, it is not like they based the entire operation solely on this data source. So one guard forgetting his phone doesn't really matter in the big picture.

I think you guys are sort of missing the bigger picture. These signals are constantly broadcasted. To cell towers, to the atmosphere (talkies), they are just straight up blasted into the air in all directions. There is no "totally not a honey pot!" wifi hotspot. The satellite can collect all these signals passively and pinpoint them. That is how it would be used in a military intelligence gathering sense.

Honestly I think the riskiest part of this is that countries like russia, china and nk consider the starlink fleet as dual use and being used against them in a war capacity. They can obviously retaliate by simply blowing the satellites up. I wonder if some sort of directed high energy radio signal to at the very least jam the satellites is also possible. Also, the size of starlink mini is no coincidence. It's recently been revised down. Probably had SWAP issues that they thought were fine with Starlink Mini v1, but were actually too tight.
