Fractional reserve banking is a tool, what matters is how it is wielded and by who. In a society with true rule of law it can be used, but we don't have that. As was made obvious when they removed all reserve requirements and let foreign banks hit the fed discount window during and after the last crisis. Central banking and branch banking though both need to go.
