Whats stopping Europe from using nuclear power plants+synfuel to completely ditch the petrodollar?

Synthetic hydrocarbon (e-fuel) production [via Solid Oxide Electrolyzer Cell (SOEC) and a Fischer-Tropsch Synthesis (FTS) reactor] requires its own dedicated baseload power.

Nobody will build nuclear reactors just to make fuel.
