The French Revolution represented the paradox of modern democracy. It was supposed to be the liberation of the people, but in the end it was able to muster far larger armies than the monarchy, using more modern bureaucratic techniques and a police state energized by the revolutionary fervor of democracy, it forcibly conscripted millions of men and sent them to die in the "national interest" as defined by a small cluster of bureaucrats in Paris, with the cult of personality surrounding Napoleon also sustaining the raison d'etre of this hyper intrusive government. The "democratic" revolutionary France was far more controlling and harmful to its people than the monarchy which preceded it. From this we can extrapolate that centralization, not participation, in politics, is the real definer of how much power the people have. As states became more centralized over the 19th and 20th century, they began instituting many top-down reforms, such as the money printer you mentioned, outlawing antisemitism, womens rights, banning alcohol, farm collectivization in the USSR and PLC, mandatory public education, mandatory diversity, mass immigration, policemen everywhere, cameras everywhere, etc, etc.
