Newborns and especially preemies get cold very easily, and spend most of their time sleeping. Swaddling them keeps them warm, the pressure from the swaddle is like they're being gently hugged and is comforting as they sleep, and the swaddle constricts movement and makes it unlikely that they'll scratch or hurt themselves. Some cultures don't practice swaddling but it's generally considered good for the baby or at least one of a couple of good ways for a baby to sleep.
