I spent 4 hours chatting up locals today. I have never found or talked to someone in their 20s-30s who stayed and still lives there (in the rural parts I mean). It's easier to let rich people steamroll them than to organize, cooperate, and fight back. That's the shortest answer. It has literally no natural economic advantages. It isn’t particularly resource rich, the land is rocky and difficult to farm, it’s landlocked, the weather mostly sucks, it does not sit at a strategically important crossroads like Pennsylvania, it has little to no important political history. It basically has nothing going on for it economically. Not even a single competitive advantage.
