The oil futures market collapsed back in March or April of 2020 (Trump was still in office) and the price of oil actually went negative so the SPR was filled to capacity for free.The price of oil can go slightly negative because oil has storage costs, and producers hate to shut in a well because the production rate rarely goes back to what it was before when you RTP it.....at any rate that is why Biden had so much in the SPR because it was filled to capacity under Trump because the initial COVID shutdowns collapsed the oil futures market
