Why was China able to implement a consumer/manufacturing economy during the 1980's, while the USSR generally was not? If you look at photos/accounts from 1980's China, people have way more consumer crap by the end of the decade than at the beginning. Soviets had a few new toys, but overall, their living standards were mostly the same.
