The entire premise was stupid. The problem was never too FEW kids graduating; it was actually too many being passed through without actual qualifications. NCLB took that problem and made it much worse.

Basically it incentivized lower standards - schools with high standards and lower graduation rates were actively punished instead of being incentivized to keep their standards high while improving graduation rates. It turned education into a race to the bottom that it's still struggling to crawl its way back from.
