The Gulf throws out the whole "le increased incarceration does not decrease le crime" argument the left loves so much. Crime, especially foreign crime, is harshly punished in the Gulf. I've been both there and the UK, the difference between how the pakis act cemented in me that yes harsh punishment does keep people in line.
