There was a similar case in Italy last century. A dam is built between mountains, but a landslide on one of the mountain dumps material into the deep water, causing a giant wave that rushes down the narrow river. People were going to die on both sides of the border, no matter how you slice this deal.In a first world nation they would have a Tornado/Tsunami siren and they would have sent emergency messages over SMS telling people to get out of the valley and get to high ground. Lot of people still would have died though, when death is moving at 80mph, you dont have much time to do anything about it if you didnt already follow the evacuation warnings.
