The Moon is about 384,000 km.
Lets say the moon landing has a 10m radius at this distance it has an angular size of
theta_object = 10 / 384,000,000 = 0.000000026 radians
The telescope's diffraction limit is:
theta_min = 1.22 * wavelength / telescope_diameter

To see the object:
theta_min < theta_object

So to see the moon landing you'll need a ridiculously sized telescope of 26 diameter and around 130m aperture

Or simply change the wavelength of light

A shorter wavelength means a smaller theta_min and therefore higher resolution. For example, making the wavelength 10 times shorter gives a small telescope approximately 10 times better theoretical resolution.

Because it's the *speed* of light that is not subject to relative motion, not the *velocity*. From the perspective of someone who's looking at the Earth moving at 1.3 million miles an hour the beam of light fired at the Moon does travel slightly diagonally in the direction of the Earth's movement. Because for that observer the speed of light is the same he'll percieve the light taking longer to go there and back, but due to special relativity he'll also percieve time on Earth to flow a tiny bit more slowly, so it cancels out.

Speed is relative to the observer, The Earth is moving at whatever speed you want if you place yourself in the corresponding reference frame that allows for it.

Not sure what you mean by this. Photons are massless, so they don't abide by relativity equations. Light can also be slowed down through a medium, if what you were referring to is variable motion.

Yes, that's because retroreflectors are designed specifically so you can shoot light at them and have it shoot back to the same facility, not the same laser source. They have receivers in the same facility adjusted for the motion of the Earth and Moon. It's a 2.6 second delay, so the distance deviation isn't that great, and it's pretty predictable provided the atmospheric conditions are normal.

Instead of making assertions, please make experiments and test them. In science, no claim is beyond testing, so please, test your claim. Either you're right and you become the greatest scientist to have ever lived, or your wrong and you can prove it to yourself, and then sit quietly and reflect on the bad decisions that lead you to this point.
