From the perspective of someone who's looking at the Earth moving at 1.3 million miles an hour the beam of light fired at the Moon does travel slightly diagonally in the direction of the Earth's movement. Because for that observer the speed of light is the same he'll percieve the light taking longer to go there and back, but due to special relativity he'll also percieve time on Earth to flow a tiny bit more slowly, so it cancels out.
