You are missing the Big Picture. Let me explain.

In UK there was case, when some pakistani should be deported from UK, after he served his sentence (for rape, if remember correctly). But after getting out of jail, he burned his passport, and Pakistan do not accept his citizens, who do not have a passport.
Point is, that there are countries which do not accept their citizens, without a passport.
When bunch of migrants, when moved to USA, they dumped their passports at border. There was video on youtube about it. In frame, could see like 20 of passports laying next to a bush.

Months prior, there was Dodge program, where Vivek and Elon did some brief analysis, and recommended some cuts. Including USAID program, affecting Africa.
Apparently government of USA also offered "Good deal" to some african countries, to get some gibs, if they take in some migrants. Do not know how much. May be 15k USD per person. Who knows.

So likely, those migrants get delivered to some african country, WITHOUT A PASSPORT. Get some doc, which allows them to stay within that country. But they cannot legally cross border with neighboring country, because: NO PASSPORT.

Those events, will send signal to migrants:
a) could be deported to Africa
b) better keep passport, as then is increased chance to be deported to home country
c) is it really worth the risk

If you can offload even 200 of them somewhere, it is good number.

Imagine situation, that some guys did something they should not have. Drunk driving, or stole some shit. They were sentenced, and then you cannot deport them. They remain in vicinity. Which increases risk that some crime related incident happens again.
But if you send them to Beautiful and Safe Liberia. Then they are way less likely to cause problems in your area. Crime levels decreases.

While that particular person might get employed in some cocoa or rubber plantation. Eating delicious african food. Singling and dancing with other villagers in weekends.
And because he is employed, he do not have much time to do some dumb shit, which decreases chance of doing some crime.

Places like Cameroon, Congo Republic, Equatorial Guinea are nice, as food there are affordable, housing is cheap (no need for heating in wintertime), and most importantly, quite a long walking distance to get to Europe.
