Rent freezes don’t work because they’re all backed by mortgages that only get doled out if the owners can turn a profit. People who need rent freezes are locked out of these mortgages. So since there is no one else to buy the apartments either banks stop lending resulting in a liquidity crisis or the landlords continue to own but make up for the lost proceeds in other ways like lowering maintenance costs. A rent freeze can only be sustainable if a property is purchased with cash or rented at breakeven, which never happens.
