Your demands are paradoxical by nature. You want people to remain nationalistic, while simultaneously burying historic grievances and agreeing to unite under the same banner. These are practically mutually exclusive things - being a nationalist basically predisposes you to putting your own people above all others, even if the latter happen to be somewhat similar to you. A nationalist German is almost bound to be resentful of the neighbouring Poland, since his people have a historic ambition to dominate Polish lands. Likewise, a nationalist Romanian would be at odds with a nationalist Hungarian, because both have mutual claims against each other. The moment you throw nationalism into the equation, all the previous and current grievances and grudges spring to life, because they are directly linked to national pride. You are essentially trying to make people cherry-pick which aspects of their national identity they should or should not be proud of, which national interests and ambitions they should or should not support, which could never work. Best you can do to mitigate this is construct some sort of pan-European identity, where people are no longer separated by cultures and are just one big European family with no distinction between an Italian and a Sweden. However, it does not appear like this is what you have in mind.

But if you are looking for something more permanent, with a solid ideological foundation, then nationalism does not mix very well with such aspirations. In fact, it is fundamentally detrimental to them, as nationalism itself becomes a destructive element within your proposed structure. So, once again, you cannot have a united long-lasting collective of militantly nationalistic states - that is impossible by design. Only way you can unite Europe and keep it nationalistic is by eliminating separate cultural identities in favour of a bigger all-encompassing one. This is practically what all European empires did to keep themselves from crumbling, - Saxons, Prussians, Bavarians etc. all became Germans. Various culturally distinct city-states of Italy all merged into a single Italian identity etc. None of those could have stood otherwise.
