Things didn't go to shit for the average citizen so the average citizen had other things to do.Plus if they hated it and really didn't want to deal with it they could have become expats.

Because people in their respective countries correctly understand that just because the guy at the top changes, their lives don't magically get better and guys at the top don't magically become less corrupt. In fact it's usually the opposite for both points.
