CVNs also require a shitton of very smart, very highly paid engineers to operate their nuclear reactors, and it's very risky. I'm not sure we should be doing this with cargo ships. There's maybe 120 to 160(?) nuclear aircraft carriers and submarines in circulation right now. They've made and fielded ships like these before and they have a couple of pros and cons:
-The 20 years without refueling is 100% true. Nuclear submarines and nuclear carriers only need refueling once every 20 to 35 years, depending on usage/size/etc.. The reactor also has constant access to water to boil, cool itself, etc.. By just being in the ocean. CPU ships follow a similar water-cooled thingy.
-The emission thing is also true in the regard that the only "direct" pollution a nuclear reactor produces is hot water. The rods/nuclear fuel will become waste after 20+ years of use, but even that can still be re-used/recycled (they don't due to costs).
-I haven't seen the schematics or whatever, but "more cargo room" is questionable. The nuclear engine takes up a lot of space for in-flow, out-flow, immersion, radiation shielding, it's fucking heavy, etc..


THE BIG SINGLE HUGE CON is that basically no one feels comfortable with nuclear ships in their bays, harbors, ports, etc..
Just off the top of my head: Japan, Australia, China, the European Union, basically no one wants a nuclear ship, especially a FOREIGN ONE, in their port. So making a trading fleet of nuclear-powered barges is kind of an "Ignorant Central American/African ooga booga government" fopaux.

Unless you're a nuclear engineer you wouldn't want to go there. The captain doesn't know how to operate it anymore than he knows how to bake the bread on the ship. But it is "his" reactor.
The captain regularly inspects all aspects of his ship and I doubt there is a Captain of nuclear powered wessel that doesn't have at least a rudimentary knowledge of the reactor. They aren't really that complicated anyway. Just a glorified steam turbine.
To answer your question, yes, he does have access to the reactor along with a very small group of people. Otherwise it is a heavily restricted area.

1) Nuclear stuff require constant monitoring and personnel who can actually understand what's going on inside and how to handle.
