The best system simply depends on its context. Democracy would not have worked in Europe in the 1400s. They had monarchies and feudalism and theocracies because that's what was required. It's incorrect to assume those systems failed. They worked as needed for their time and place in history, and then new conditions emerged that allowed for or required new systems of governance.
Democracy is a pretty good system. It's going to struggle as people become more retarded. Early democracy restricted voting rights to an extremely limited population to prevent any retard issues. I don't think people would accept returning to that though. They'd rather overthrow the government and do away with democracy completely rather than limit the right to vote.
