The harassment is mostly done by fraternities and orgs that function much like gangs. The members of the frats or organizations then happily oblige out of a misguided sense of "brotherhood" because how dare someone had a "fight" with a fellow member of the fraternity or organization. I had an unfortunate spat with a neighbor with ties to military and government. He also is a member of a military fraternity and employed in one of the most corrupt institutions in my country. After that spat, I have then been harassed and followed non-stop wherever I go. Your only choice to escape this is basically go to another country ASAP and get out while you still have your resources intact. These guys will destroy your life with whatever means necessary without ever dirtying their hands (ie murder or killing you) off of you.
