There is a whole ecosystem of "non profits" and programs orbiting the prison and parole system in Louisiana and most other states I would guess. Don't know how much the cost/profit is, but my guess is that they are not cheap. The Steve Hoyle drug treatment program and Louisiana Parole Project are frequent flyers on the stream and their services last a minimum of 6 months. That being said, I would bet prison and then programming is way more effective at ending homelessness vs. giving food and syringes out to addicts in open air drug markets.

Force them to clean their life up. Those who refuse should be jailed. For those who aren't complete street urchins offer them a pathway back into society. Those that are terminal shitbags are probably already trying to get back to normal and would benefit from such a program, the shitbags would be contained and utilized and the door to recovery would still be there if they ever had some kind of divine intervention. They are totally comfortable living outdoors and doing whatever they have to do to get their next fix. You can either allow it and become Kensington Pennsylvania/California Skid Row, or you can just say enough is enough for the benefit of society at large.Additionally, if cops/prosecutors in the blue states where this behavior is aided and abetted, actually did their jobs, these people would all be in jail anyways. Try shooting up in front of a cop in a red state. And when the chinks came to California, the homeless situation was cleaned up real quick.
