In muslim countries it is often legal, you can marry and rape children as long as its done within a marrige framing. In other countries there is no real focus on combating pedophilia, no real record keeping, no real stats, or not illegal. This creates a visibility bias where you you assume the ones you hear about the most being pedophiles are also the ones who actually have the most pedophilia. Imagine if islamic countries posted all underage marrige stats as pedophilia for example, or if pakistan actually reported and kept stats on the crimes against the hundreds of thousands of street children in their country. Its just a bad game theory outcome, those who choose to illuminate how prevelent pedophilia is in their country will always look way worse than those who simply don't.
