For lack of other options you don't have an incentive to propose ways to make things better, you need only convince your voters that you are not as bad as the other guys. You can be stupid and corrupt as long as you can convince enough people that the other side is MORE stupid and corrupt, etc. The only solution is significant election reform that makes third parties genuinely viable, splitting up the power and letting people vote based on the policies they want to see rather than just out of fear of a worse option. Multiple parties in power also means that different power blocks need to make compromises to reach a passing majority, preventing one side from going full retard and passing a bunch of absolutely insane shit to appease a base that pisses off everyone else.
