In the late 19th and early 20th centuries, when countries were modernizing, Japan implemented universal public education. Ethiopia didn't. Private schools might be good as an alternative for kids who aren't doing well with the public options, but getting rid of public schools entirely is a great way to turn your country into a backwards, feudal shithole
