The truth lies in the middle. Lend lease amounted to nothing in the battle of Moscow and near nothing to the battle of Stalingrad. In halting the German push and breaking Barbarossa, it wasn't a game changer at all.On the other hand, the counter offensive and push toward Berlin would've been impossible in that timeframe without lend lease. Russians didn't have the sheer amount of trucks required to transport all those troops westward. More than octane fuel or food or boots, it was the 400.000 trucks and jeeps that changed everything. The Russian industrial machine was the biggest Tank and Artillery factory of the world, but they didn't produce trucks, or at least, nowhere around the required numbers to enable a counter offensive.
