Iceland has exclusive fishing rights over a large area and manages those fisheries in a sustainable manner so they don't destroy one of their largest industries. If they join the EU, those waters become open to all EU members and regulation on how they're managed will be handled by Brussels. It makes sense that the cosmopolitans in the capital would be those most interested in joining the EU since real work like fishing is icky and not something they deal with directly. If a bunch of rural fishermen lose their livelihood and become dependent on the state, that makes them easier to control.
