No, the only reason why Russia was """okay""" with Ukraine joining NATO was because they had seen Ukraine as a trojan horse for NATO and an asset for them to spy on NATO and to influence it. The realtionship between Russia and Ukraine was still vastly different at that time and Russia had alot more influence on Ukraine.

Ukraine was still massively reliant on Russia economically and for machinery. Like a lot of former soviet states the existing ties ran deep
So anything that created friction there was a huge economic risk

The nukes cannot be launched by Ukraine even if Ukrane kept them. All the codes were in Moscow's hands, because these nukes WERE NOT ukrainian. They were Soviet.

All nukes in USSR were created and managed, as well as launched by the central authorities in Moscow.
