I think the most realistic scenario is that the elites decide they no longer need us, try to exterminate the poor, and fail because it wouldn't be any more efficient than any other government program. That's not ubi in the way I perceive it. By that criteria we have ubi in finland too and have had as long as I have lived. You have to prove you have no income, no saving, no ownings, nothing. If you start generating income from any source, no matter how micro, then you suffer unless you jumped straight to full time job. The solution is simple, make up any difference between the costs of goods and services and consumer income with a social dividend. That makes absolutely zero sense. In the US, all of the handouts and gibs are based on income (or lack thereof). For example, to get Section 8 housing, you have to show that your income is below a certain percentage of the local median income.
And if someone is receiving unemployment payments, they often have to provide some kind of proof that they are applying for jobs and actively trying to get work instead of just sitting on their ass doing nothing all day.
We haven't had straight up direct, unlimited welfare payments in the US since some time in the '90s under Clinton. The closest things we still have are SNAP/EBT/WIC which gives money but it's only allowed to be used for food, and EITC which is a low income tax refund credit thing where low income people end up getting more money back than they paid in for income taxes.
