Because, sometime after the Civil Rights movement, it was decided that blacks needed representation in culture so that they would feel included in the zeitgeist and the body national of the US. Each generation this ratcheted up some, as it was encouraged by a certain group of people we need not parenthesize. Honestly it has made modern black people kind of delusional. All Americans suffer from some kind of programming, but the social programming of Black Americans is some of the most thorough and strongest. It is/was assumed that black criminality was largely caused by a lack of "proper socialization," so they cater to black people today because they are trying to appeal to/program black people.
