Gas taxes do not cover the cost of road maintenance in the vast majority of states, and road maintenance is ONE single cost of car infrastructure. Land use itself, parking minimums, healthcare costs, emergency services. If you take the bus or walk in the US, you are subsidizing car drivers.

You seem to HORRENDOUSLY underestimate how having a titanically sized piece of land where it's all usable affects your design decision. On the flip side, China, while gigantic, only has something like 20% usable land while the rest of it is inhospitable mountains and deserts, and that affects their design decision. Hence why they have a couple of large cities with a few hundred million people, while the last billion or so live outside of them in scattered squalor shanty towns.
