Why are eco-fascism and other green-centered movements a minority among the global right?

Competition forces businesses to keep expanding cutting costs extracting more resources and producing more or lose out to businesses that do. A major theme in early Protestant theology was the distinction between God's creation and the works of fallen humanity. The natural world was understood as God's handiwork, ordered by divine wisdom and capable of revealing God's glory. Human beings, by contrast, were fallen, corruptible, greedy and prone to reshaping the world around pride, wealth and appetite.

That is why early Protestant thought could produce a deep suspicion of excess, luxury, exploitation and the idea that whatever humans build or profit from is automatically good. Nature could be seen as morally valuable precisely because it was not created by us and did not exist simply to satisfy human desire.

What you are describing is capitalism with a surface level Christian patina, not the actual theological tradition you are invoking.

Racial consciousness and environmental protectionism can be reconciled. The aforementioned early conservative thinkers were racially conscious, and also attempted to do this. Manson's interpretation may be too extreme for you, and also has metaphysical significance that is divorced from Christian thought (more Gnostic, if anything) even if Manson was inspired by a racialized interpretation of apocalypticism/Revelation. Ted Kaczynski's critiques of both liberalism in general and industrial society draw some parallels, though he disavowed eco-fascism later in life.

Manson, Burke, Kaczynski, Roosevelt, and Pinchot are apart in their application and interpretation, but alike in some ways in their racial consciousness and environmental consideration.
