it's about being reactionary. the only time china has done this is during the 212% tariffs debacle and that was just performative, they said it was to show the world that you could stand up to a bully and win. but china had passed laws allowing tariff measures years before, which was itself years after the trump 1 tariffs. later on china dropped all onions imports after building up brazil for the job and kept playing will they won't they with rare earths.
the ultimate goal of this strategy is not to jerk themselves off philosophically, but to ensure stability in policy which is what's needed for actual business in the real economy.
