Honestly I'm surprised it takes this long.
Win 95 only requires 4~8MB of RAM. The whole thing can be loaded from disk straight in to the average modern CPU L3 cache in miliseconds. (Obviously it needs to be coded to do so, but if they managed to get it to run o a modern Ryzen, they probably can optmize it more)

That entire 6 seconds is going to be delays (sleep). When drivers are loading they will sleep whilst waiting for hardware to initialize. Since nobody really knew how long to wait, the delays are quite conservative. You could probably get it down below 1 second with enough effort to find the right bytes to patch to reduce the delays.

My bloated arch system boots in 4.5s on similar hardware. Is it really impressive to have such long boot times on a 30 year old OS?

Why are you running 2 kali machines? That's not a general purpose OS. That's specifically for pentesting.
You can't gut the windows telemetry. It's ring 0, built into your kernal. If you disable it, you will break all kinds of critical functionality in your OS and the system will patch itself when it silently updates. Using windows doesn't make you a noob, but defending the practice certainly does. If I use a windows system, it's a one-time temporary deployment and my private keys and information never touch it.

What exactly is your windows use case? If I had a screwdriver that systematically harvested my soul, I would not like to use it; but I accept there are certain critical situations where it's unavoidable. I just can't understand why you'd run it as a daily driver.
