There should be 2 types of cops, armed and unarmed, and the armed cops should lose pretty much all fraternity and legal protection. I would do it by regulating armed pigs in pre-existing departments, and then making it possible to apply for armed officers based on need, and all those officers have their employer transfered to a separate local entity with a separate office that is outwardly gay and trans and homosexual and faggish. The armed cops should have rainbow badges and should be paid meaningfully more and have cushy benefits to offbalance operating under strict trespassing and interaction rules which could end with them in jail. That should take the edge off of the fraternity problem.
