They need to meet OSHA and environmental requirements which show they aren't going to pollute the towns only source of drinking water.Then they start building. They need to hire a bunch of specialized comercial building contractors. They need to hire more HVAC people to actually build it. Industrial electricians. Contract out the structural steel. Steel Construction contractors to build it. None of this shit exists in an isolated small town. So they're gonna pay extra to get it done. Then once it's built they need to procure Machinery, tooling, measuring and quality control equipment, materials, etc. Most of this stuff especially metrology equipment and machinery is imported. The government needs to expand Amtrak and require it to serve rural areas, as passenger railroads once did. And USPS needs to revitalize their rural activities instead of subjecting them to austerity reforms as it has for decades. Post offices are central economic and sometimes social hubs for many small towns. However, they cannot be fully revitalized because they grew up at a time where their populations were much larger than now. Their populations were larger because America was more agrarian than now and farming families could use the labor. Migrant farm labor, mechanization, mode fertilizers and pesticides have made it so farmers need 1/10th the American labor to do 10x the crops. That cannot be undone and should not be undone (except for the migrant labor part). There literally are not enough jobs for the exiting populations, so just adding more won’t work. I think the key is to make the rural communities better to where the young will want to stay.
