Fully agree. Justinian was too ideologically driven. And it was Anastasius' sensible policies that left him full coffers. My personal favorite is Aurelian but he was a SHTF emperor, not one for peaceful rule.

No, it's more complicated.
She tried to block all boats from docking in Italy, but the courts decided that was illegal.
So she got mad about it and tried to reform the legal system so it'd be easier to remove the liberal boomers from it. But that was rejected by Italians at the referendum.
So then she tried to externalise migrants arrivals to some Albanian facility. Which I'm not sure it did much.
And she also tried to strike some deals with North African states to stop the migrants before they set on boats.
I think she tried a lot of stuff, but there are a lot of things outside of her control.
To block migrants completely she would have to basically rescind UN conventions in Italian law, which is cancelling an international treaty. That would rock the boat a lot and the system might eject her if she tried.

I think she's trying to play it safe, to still try to get some of her objectives done but by blending in with the environment.
