Ukrainian drones struck Russia’s Ust-Luga port on the Baltic Sea overnight into Sept. 1, starting a fire in the port zone, the Leningrad Region governor said. Ukraine’s military intelligence later said the target was the Novatek-Ust-Luga complex.
Governor Alexander Drozdenko said air defences shot down 52 drones over the region in four hours. He reported damage and a blaze in the port area. He later said the fire had been extinguished and that no one was hurt.
Ukraine’s Main Intelligence Directorate said operators from its active-operations and unmanned-systems departments, working with other defence forces, hit main elements of an oil-processing unit and related equipment, causing a large fire. The same complex was struck on Aug. 14, also producing a fire.
Ust-Luga is Russia’s largest Baltic port and the country’s second-largest after Novorossiysk. It is a major outlet for crude oil and refined products, including naphtha, fuel oil, jet fuel and gasoil. Reuters has reported that the port handles about 700,000 barrels of crude a day and exported more than 32.8 million tonnes of petroleum products in 2025. After Ukrainian attacks on Black Sea and Azov ports, grain traders have been shifting cargoes to Baltic terminals, including Ust-Luga, Reuters reported on Aug. 31.
The raid prompted Estonia to scramble NATO fighter jets. Foreign Minister Margus Tsahkna said drones entered Estonian airspace. Estonian military officials said one aircraft crossed the border in the southeast and another approached Narva before turning back. Turkish F-16s based at Ämari as part of NATO’s Baltic air-defence mission took off. Public alerts were issued in several counties and lifted before 6 a.m. Latvia issued similar warnings after a drone crossed its airspace toward Estonia. The jets did not fire.

The same night, drones hit Samara Region. Governor Vyacheslav Fedorishchev said civilian objects were damaged and that there were no deaths on preliminary information. He later said windows were blown out in an apartment building in Novokuibyshevsk, where an emergency regime was declared, and that two people received minor injuries. Local and Ukrainian monitoring channels reported strikes in Tolyatti and Novokuibyshevsk and published photographs of the damaged residential building.

U.S. Treasury Secretary Scott Bessent told Russian Finance Minister Anton Siluanov that the war in Ukraine must end and that Washington would grant no economic relief until it does, according to U.S. officials and people familiar with their meeting.
The two met on Aug. 31 on the sidelines of a G20 finance ministers and central bank governors gathering in Asheville, North Carolina. It was Siluanov’s first in-person appearance at the forum since Russia’s full-scale invasion of Ukraine in 2022.
Erin Browne, Treasury under secretary for international affairs, told Politico the session was “productive” and that the ministers discussed President Donald Trump’s plan for peace and economic growth. Bessent “conveyed to him that the war needs to end, and we want to see a peaceful outcome,” she said.
A person familiar with the exchange said Bessent made clear the United States would not ease pressure on Russia or strike other agreements while the war continued. When Siluanov tried to raise areas of joint interest, Bessent interrupted and said nothing was possible until the war was over, the person said. Russia’s Finance Ministry said the talks covered financial cooperation and work inside the G20.
Siluanov’s presence drew a sharp European protest. German Vice Chancellor and Finance Minister Lars Klingbeil and other European officials threatened to skip the traditional group photograph if Siluanov appeared in it. The Russian minister was left out of the picture. Klingbeil said he told Siluanov “straight to his face” that Moscow must end the war and that Germany would continue to support Ukraine.

A seventh-grade pupil at School No. 2 in Kansk, Krasnoyarsk Territory, sprayed pepper spray and attacked a teacher with a knife on Sept. 1 during the Knowledge Day assembly, local media and regional officials said. Seven people — five children and two adults — were treated at hospital and released for outpatient care, the regional health ministry said.
Witnesses and the Krasnoyarsk Interregional Center for Children’s Rights said the girl sprayed a physics teacher, then tried to use a knife. A parent pushed her out of the classroom. Witnesses said she also tried to ignite a bottle of flammable liquid in a corridor on the third floor. The festive lineup was cancelled. Investigators opened a criminal case involving a minor.
The health ministry’s figure of seven injured is the official count. The Telegram channel 112 later said nine people were hurt, including a deputy principal, a homeroom teacher, a janitor, a chemistry teacher and five pupils, with knife wounds, facial injuries and chemical burns to the eyes, and that none of the injuries were life-threatening. That higher tally has not been confirmed by health officials. A pupil told NGS24 the injuries were from the spray and that no one was stabbed.
A 112 source said the girl cited tense relations with classmates and some teachers and that a subscription to a Telegram channel with radical content was found on her phone. Channels said she had not been on a prior register and that placement in a psychiatric hospital was being considered.

The Kansk attack was at least the third this year at schools in Krasnoyarsk Territory. On Feb. 3 a seventh-grader at School No. 4 tried to stab a teacher and then wounded a classmate. The next day an eighth-grader at School No. 153 poured gasoline on a classmate and set him alight.
Novaya Gazeta Europe counted at least 25 attacks or threats with weapons at Russian schools, colleges and universities from September 2025 through May 2026, the highest total in at least seven years, with four people killed and 38 injured. NATO and European Union governments are pressing Spain and Greece to release Patriot interceptor missiles for Ukraine, people familiar with the talks told Bloomberg, including an option for Norway to buy PAC-2 rounds from Madrid and Athens and pass them to Kyiv.
The issue was discussed at a meeting of EU defense and foreign ministers in Ireland on Sept. 1–2. After the first day, EU foreign-policy chief Kaja Kallas said there had been talks but “no concrete success.” She said interceptors nearing the end of their NATO service life should go to Ukraine. Greek Defense Minister Nikos Dendias said Greece needed its air defenses because of “revisionism in the Eastern Mediterranean,” a reference to Turkey.
Spain and Greece hold some of the largest PAC-2 stocks among Ukraine’s partners. Bloomberg said part of those reserves is approaching expiry. Spain has pledged about €1 billion in military aid to Ukraine in 2026. Greece was an early supplier of ammunition after Russia’s 2022 invasion but has refused to give up Patriot missiles, citing the need to keep its own magazines full. Kathimerini reported in July that Kyiv had asked Athens for up to 200 PAC-2 missiles. Neither government confirmed that figure.
President Volodymyr Zelenskyy said in August that Ukraine needed 5% of U.S. Patriot stocks to get through the winter and then held about 1%. He said Russia was launching twice as many ballistic missiles a month as in 2025, while Ukraine had two and a half times fewer interceptors, and that allied deliveries of anti-ballistic munitions in the first half of 2026 were a third of the year-earlier level. He has called the shortage one of his largest challenges since 2022.

Zelenskyy asked President Donald Trump for a large batch of Patriot missiles and for a license to build interceptors. Financial Times sources said Trump refused a request for about 100 missiles, citing the need to protect U.S. bases in the Middle East. Trump said at the NATO summit in Ankara that Ukraine could receive a production license, then later pulled back, saying such technology was hard to hand over because recipients might one day turn it against the United States.

Russian authorities spent at least 5.4 billion rubles to build and open four regional branches of the National Center “Russia,” the independent outlet 7×7 calculated from public records. President Vladimir Putin ordered the network created in 2023.

Local disputes followed the builds. In Vladivostok the branch took over a 35-year-old municipal aquarium; staff were laid off and the regional budget allocated 458.5 million rubles for reconstruction. In Krasnoyarsk authorities bought part of the Gallery Yenisei complex for 900 million rubles; residents cited chronic smog and questioned the priority. In Ryazan a forest-park plot was cleared, activists asked prosecutors to review the tree-cutting, and Stanislav Bezruchko, director of contractor EcoTech, was later charged with large-scale fraud and arrested. In July 2026 the project’s author complained to the FSB that construction defects threatened public safety. In Kaliningrad officials dropped a park plan and chose the site of the demolished House of Soviets.

Deputy Energy Minister Dmitry Islamov said in March that loss-making firms were multiplying and that 62 producers were in a “red zone.” Twenty had already halted mining; 14 of those had chosen liquidation or mothballing.
Rosstat recorded a 408 billion ruble net loss for coal companies in 2025, a record, after 112.6 billion in 2024. About three in four firms finished the year in the red, with an average loss near 1,000 rubles a tonne. In Kemerovo Region, the main producing area, some 80% of coal companies were unprofitable.
The Energy Ministry’s stress case — prices, the exchange rate and the key rate stuck at late-2025 levels — puts the 2026 net loss at 576 billion rubles, 41% higher. On that path the industry would lose more than 1 trillion rubles over 2024–26.

The Senate passed the bill 86–11 on Aug. 7. In the House it faces Democratic resistance to widening President Donald Trump’s tariff powers, muted Republican appetite and a fading impulse to treat the vote as a memorial to Graham.
“We just came from a chairmen’s meeting, and nobody brought it up,” Rules Committee Chair Virginia Foxx said. Asked if the bill would move through her panel to the floor, she said, “I have no idea. Nobody’s talking about it.” Speaker Mike Johnson would not commit to a floor vote.

The Association of Suppliers of Goods for Electronic Platforms said more than 400,000 sellers were affected and put total losses at 600–700 billion rubles, with destroyed stock costing 200–300 billion. Market sources told The Bell the company’s own losses were 100–200 billion rubles. Other industry estimates put combined damage in a 600–800 billion range.
The government offered a 12-month deferral of selected taxes and social contributions for firms whose damage exceeds 5% of annual income. VTB’s Dmitry Pyanov said the package should make the shock manageable for the platforms. Sberindex data cited by Sberbank showed household spending on marketplaces about 15% lower than in July or the prior one to two months.

The Far East salmon season is running so far below forecast that industry leaders say it could be the weakest in modern Russian fishing and is already straining companies and prices.

Governor Vladimir Solodov said scientists now accepted the season as a failure and blamed shifting migration and ocean temperatures.
Galitsyn said pink salmon was selling at 470 rubles a kilogram and would “rise a lot,” and put losses at western Kamchatka firms at 17 billion rubles. Further shortfalls, he said, risked collapsing the regional industry; the open question was whether the slump would last one season or several. He noted similar weakness off North America and said researchers were looking at ocean-wide changes in feed and stocks.

A U.S.-backed company will take over Venezuelan oilfields previously run by Chinese producers and a Russian state firm, two American officials told Reuters, under the deal President Donald Trump called the biggest oil transaction in history.
North American Blue Energy Partners is to receive 14 newly granted contracts among 17 projects covering about 65 billion barrels of proven reserves. Attackers came in through Stripe’s WooCommerce link, used to run online auctions. The “Davayte” session lasted 61 seconds. Stripe cut access before the full address lists could be exported.
Full card numbers, cardholder names and donation records were not taken. Stripe had not seen fraudulent charges. “Davayte” disabled the integrations, rotated keys and notified a European data-protection regulator. The organizers said they do not know whether the attackers were ordinary thieves or Russian security services.
“Davayte” was launched in February 2024 by Support Service, Meduza and Dozhd, all labeled “undesirable” in Russia. The same outlets run “Ty ne odin” with Mediazona and Anti-Corruption Foundation structures; the marathon raised more than €378,000 in 2024. Russian Criminal Code Article 284.1 makes financing an “undesirable” group punishable by up to five years.
“Ty ne odin” already refused Russian cards. It now tells people who live in or visit Russia, or who declare foreign accounts to the tax service, not to give even from abroad. “Davayte” likewise warns donors who travel to Russia.

Product exports are the sharper cut: 98.5 million tons in 2026, down 27.3 million from 2025 and 24.1 million below May. The 2027 figure, 113.1 million tons, is still almost 13 million tons short of last year and 21 million below the old forecast.
The Central Bank has said pipeline and port limits stop all displaced crude from leaving as exports. Gasoline shortages have already forced temporary bans on diesel and tighter caps on gasoline and jet-fuel sales abroad.
