To be frank, it's nice to have the head of state and head of government be different people. Having a designated bozo play nice with world leaders as their only job if you happen to have a retard as a head of government probably soothes a lot friction. I'm sure a lot of people wanted to hang out with Elizabeth II but hated the PM at the time which allowed a state visit that probably wouldn't have happened otherwise.
