There is no innovation to be had here, no arms race of new improvements or new ideas where 'may the best landlord win'. You collect rent, and pay for maintenance. Thats it.The city government ALREADY maintains and repairs a shitton of buildings that belong to the city, so maintaining rental properties is not meaningfully outside of what they already are equipped to do. They would need at most a few more bureaucrats to manage the paperwork of people applying for housing and collecting rent. With 30% of the rent under city control, the city can afford to keep rent low and affordable for low income families which the city needs to function because someone has to work the gas stations and serve food and other low income jobs or the city stops functioning. The city can run these rental properties at non-profit margins, charging just enough to pay for the maintenance on the building and then a bit extra to be recouped as revenue for the city as a way to fund programs and infrastructure to offset some taxes. And at 30% of the market, other landlords CAN charge more than the city does but if they do they need to be providing actually superior service. So the city provides low income housing, and the private landlords are renting luxury apartments. That sort of thing. If there is a downside to this plan, I'd love to hear it. Because it seems like am unambiguous improvement for everyone other than scummy landlords exploiting poor people and driving up cost of living across the board.
