Fragmentation of Collective Dissent
The final stage is not simply to permit dissent, but to administratively structure the dissenting group. Once a movement becomes sufficiently institutionalized, procedures intended to prevent domination can themselves become mechanisms for preventing collective action.
Step-in / Step-out Participation: Meetings are organized around voluntary participation, rotating facilitation, affinity groups, caucuses, and temporary working groups. This can make participation accessible, but it also makes sustained collective organization more difficult. People enter and leave the process without developing the durable institutional relationships necessary to exercise power.
Progressive Stack / Procedural Speech: Speaking order may be organized according to socially defined categories of privilege or marginalization. The ostensible purpose is to ensure that historically excluded voices are heard. But political authority can thereby migrate from the content of an argument to the social classification of its speaker. Disagreement becomes a question of who is entitled to speak rather than what should be done.
Privilege Accounting: Participants are encouraged to understand political conflict through categories of race, sex, class, sexuality, and other forms of social position. These categories can identify genuine differences in experience, but when they become the principal organizing principle of a movement, members begin to encounter one another as representatives of demographic interests rather than as participants in a common struggle.
Internal Moral Surveillance: The movement develops an elaborate vocabulary for identifying problematic behavior—privilege, domination, appropriation, microaggression, exclusion, insufficient awareness, and so forth. The result can be a peculiar inversion: a group founded to challenge external power expends increasing amounts of its energy policing its own members.

Substitution of Purity for Power: Political effectiveness requires coalition-building, compromise, persistence, and the ability to tolerate disagreement. A highly moralized movement can instead reward ideological purity and procedural correctness. Members compete to demonstrate that they possess the correct consciousness, while practical questions of organization, resources, recruitment, and leverage become secondary.
The irony is that this can produce precisely the fragmentation that a hierarchical system benefits from. A movement that once understood itself as workers against management, or citizens against an institution, begins to understand itself as a collection of competing identities negotiating their relative privileges.
The common adversary becomes increasingly abstract. The internal differences become increasingly concrete.
The collective subject dissolves.
This is the deeper version of the commodification thesis. Capital does not necessarily have to suppress every form of rebellion. It can allow rebellion to become culture, then procedure, then identity, and finally personal consumption.
The trajectory therefore becomes:
Repression incorporation participation fragmentation individualization.
The old authoritarian organization said: You will obey.
The modern organization increasingly says: You are free to participate in designing the process through which your participation will be managed.
The most sophisticated form of containment is therefore not silence. It is endless participation without accumulation of power.

The cold war was a battle between the US and USSR over who's ideology would prevail in the third world. Every nation that embraced capitalism saw population growth and increased standards of living.
