Oil is caused by carbonaceous minerals meeting intense heat and pressure combined with water and trace elements. The heat and extreme pressures cause the molecules to break apart and reform as carbon chains. This process is balanced by the pressure of the earth's crust and the amount of water introduced into the reaction. It's a massive chemical reaction using heat and pressure and fed by carbonates and water. Electrical charges in the crust probably also play a part, but that's not certain.

Rate in a "natural" chem reaction will ALWAYS try to self-regulate. CO2 becomes carbonate minerals as well, so CO2 actually feeds the reaction, just like water. Carbonates used in the reaction come from CO2. It's a balance that has been sine-waving for billions of years. You can see this balancing in ice core samples.
